The people of Freiburg were shocked when in the spring of 1996 the city works of Freiburg (FEW) offered free energy saving light bulbs to customers. The initiative brought energy saving lamps to around 90 percent of households in Freiburg.

It could be shown through the method of least-cost planning that the plan was economically beneficial for both the Freiburg utility (EnBW) and households. The project was initiated by the Öko-Institut, and it also involved the city works.

With the liberalization of the energy market, new strategies and concepts have become necessary. Customer orientation and loyalty are of paramount priority. These objectives can, however, be merged with environmental goals and climate protection.
